Housing Element Update Process

In the Fall of 2013, the City of Cupertino initiated work on an update to the Housing Element, one of the required chapters of the General Plan. The Housing Element update process will be closely coordinated with the General Plan Amendment project which started in March of 2013. 

The Housing Element is a policy document that addresses how diverse community housing needs can be met over the next eight years. These needs include housing maintenance, new housing construction for households of all income levels, and equal access to housing, among other issues. The City wants to hear from residents and the business community about your ideas for addressing housing issues in Cupertino. The planning process will include several opportunities for community engagement.

Housing Commission Meeting

The Housing Commission will consider modifications to existing housing mitigation fees on April 9, 2015, starting at 9:00 a.m. in the EOC Conference Room. Housing mitigation fees are collected from new residential and non-residential development and used to help construct and preserve affordable housing for low and moderate-income households. In May 2014, the City Council authorized the nexus study update project to modify existing housing mitigation fees for residential and non-residential (office, retail, hotel, research and development (R&D) and industrial) development. In accordance with applicable Government Code, the draft Nexus Study reports are now available at www.cupertinogpa.org and at City Hall.

Housing Commission Public Hearings

The Housing Commission will conduct a public hearing to make recommendations on adoption of the proposed Housing Element.

The City Council reviewed the Draft Housing Element in December 2014 and authorized staff to send the draft Housing Element to the CA Department of Housing and Community Development (HCD) for its review.  The Housing Element has been reviewed by the HCD, which has found that the draft submitted, with a few modifications, is compliant with State Housing Element Law. The Housing Element which will be presented for the Housing Commission's review incorporates HCD's modifications.

The first Housing Element workshop took place on January 23, 2014. Participants learned about Housing Element requirements and participated in interactive exercises to define housing issues and identify potential housing sites.

Environmental Scoping Meeting

A Scoping Meeting for the General Plan Amendment and Housing Element Environmental Impact Report was held on March 11, 2014. The meeting providec an opportunity for the community to comment on the scope and content of the EIR. A summary of the proposed project from an environmental standpoint and information on how to submit your comments is provided on the Notice of Preparation: Notice of Preparation (NOP).
